The closure of 5th Avenue is an ongoing security concern.
Recommended:
That the proposal outlining the need and motivation for the street closure of 5th Avenue, also reflecting the estimated cost, be submitted by the Chairperson to the Municipal Manager.

Mr T Marx indicated that he could not find any reference to a similar request/street closure that was done and suggested that the matter be discussed with the Municipal Manager. The Chairperson then mentioned that the item will go to the relevant portfolio committee meeting scheduled for the 1st week of February and from there to Mayco.
However, it must be noted that a public participation process is required in order to close any public road.

It was reported that 5th Avenue was historically closed, and that it opened as a reroute during the construction period of the R43. It is now merely a matter of closing the road up again. Mr. Kearney indicated that the history of the 5th Avenue, closing and opening due to construction, be investigated to confirm the statements made and motivate the closure of 5th Avenue as requested by the Sandbaai Community.
Recommended
That Cllr. Lombard refer back to the investigation into the construction of 5th Avenue and give the Municipal Manager feedback per e-mail.

Recommended:
1. That an investigation be done to see if Myrtle Street can be widened as it is far too narrow, especially the section between the circle in Myrtle Street and the Schulphoek Boulevard intersection.
2. That the rocks at the entrance of Myrtle Street from Schulphoek Boulevard as well as the rocks at the pedestrian entrance near Waldorf School be removed and the withered/dead vegetation along the Schulphoek Boulevard fence be taken out and removed.

5.9 5DE LAAN SE SLUITING AND UPGRADING OF MYRTLE STREET
The meeting was informed that no minutes of other documentation could be found that indicated that Fifth Avenue was or must be closed. The Municipal Manager: Mr D O’Neal in discussion with the caucus, took a decision that Fifth Avenue will not be closed. It will remain open to serve
as alternative entrance/exit to Myrtle Street. Should an incident occurred, and Myrtle Street needs to be closed, Fifth Avenue will be the entrance/exit road to Sandbaai. The Chairperson also informed the meeting that a job card had be opened to remove the large rocks along the fence close to Waldorf School and at the Myrtle Street entrance.
