Dit is ons enigste “openbare gebou”, in die middel van Sandbaai en moet ook ons trots wees.    Die Saalkomitee doen baie goeie werk, maar die perseel en fasiliteite moet uitgebrei word en in Sandbaai se belang, optimaal benut word.   

Daar is ‘n “padreserwe”, deel van die Skoolperseel wat afgesny kan word, om saam met die saalfasiliteite aangewend te word.

Dan is daar nog ‘n erf wat deur die AGS gehuur word en waartoe ons ook sekere “gebruiksregte” behoort te kry.  Vraag is, hoe lank is AGS se huurkontrak en is dit die beste aanwending van ons grond?

Dinamiese fondsinsamelingsaktiwiteite moet implimenteer word en geleenthede moet geskep  word om die inwoners betrokke te kry om sodoende ook mekaar beter te leer ken.   

Daar behoort ‘n “stoor en kleedkamers” vir die werkers gebou te word, want die werkers moet “spesiaal voel” en ons moet ons eie voertuie en toerusting aanskaf en kan “huisves”.

Mr. D Beukes has requested funds to repair the roof of the Sandbaai Hall and for an inverter. He has researched the specifications of inverters and must first have a logger installed to do a profile use of electricity for the hall over a 3-week period, whereafter a recommendation can be made, probably by the end of January 2023.

A general discussion followed and it was suggested that a generator be considered instead of an inverter, since it would be more efficient and would be more cost effective.

SANDBAAI HALL

Mr. Deon Beukes informed the meeting that Executive Mayor Rabie regards Sandbaai Hall as the biggest and most important community hall in the area. However, Executive Mayor Rabie is concerned about the poor state of the hall since she has reportedly received numerous complaints including that the ablution facilities are not clean. The garden was also mentioned and reported to have been in a poor state and the lawn area dry and unsightly. Aside from the issues already mentioned several other wrongdoings were also highlighted. Moreover, the Executive Mayor wanted a fully audited report of the Sandbaai Hall’s books. The Executive Mayor reminded Mr. Deon Beukes that there are no Municipal funds available to assist him and his committee with maintenance, upkeep or any needs that may arise pertaining to the Hall.

The Sandbaai Hall Committee members present at the meeting with the Executive Mayor that was held on Thursday, 12 January 2023, in the Glaskas, (not all could attend as it was very short notice) were shocked at the statements and allegations, as they have received numerous compliments / accolades regarding the Sandbaai Hall. They felt that the meeting was more of an attack and very much one-sided as the Executive Mayor was overpowering and adamant about her stance.

The Ward Committee was stunned by this information and Mr. F Klinck suggested that Mr. Beukes request a copy of the minutes of the meeting held in the Glaskas as a matter of urgency.

SANDBAAI HALL

Mr. Beukes reported that the Sandbaai Hall Committee has had a meeting and that they have not received any communication from the Executive Mayor to date.

Mr Beukes explained that the Sandbaai Hall Committee did not have any members, and that their constitution hasn’t got a requirement for annual AGM’s. They therefore don’t do AGM’s. He further explained that although their lease contract stipulates the requirement of submitting audited financial statements to Overstrand Municipality annually, they have always submitted only trial balances and financial summaries without ever being queried. Their intention is however to submit audited financial statements for the financial year ending June 2023 to the Overstrand Municipality.

Recommended

1. That Mr. Beukes put together a presentation about the Sandbaai Hall and will present it at the next meeting, which is a public meeting.

2. Property Administration to inspect the Sandbaai Hall to identify any problems and Ms. Le Roux to report back to the Committee.

Mr. Wyngaard asked the Ward Committee to consider scheduling an AGM which will provide a democratic opportunity for interested and affected parties and mentioned that the delegation lies with Ms. Le Roux of Property Administration.

 Wyknotule 16 Maart 2023Mr. D Beukes mentioned that in an effort to establish a transfer station at the Sandbaai Hall, a gate and burglar proofing had been installed but that it will no longer be used as a transfer station. He lamented the fact that an amount of between R20 000.00 and R30 000.00 has been wasted in the process.
Recommended That Mr. Beukes give Mr. Marx a call relating to the wasteful expenditure at the proposed transfer station at the Sandbaai Hall.  Wykskomitee 18 Mei 2023SANDBAAI HALL Mr D Beukes did a comprehensive presentation on the Sandbaai Hall which included the responsibilities of the Sandbaaisaalbestuurskomitee as reflected in the Lease Agreement. Recommended: That a meeting be scheduled with the following people and the Sandbaaisaalbestuurskomitee to discuss the issues relating to Sandbaai Hall.
